The matter was heard before a 3-member Appeals Panel in the Rhode Island Traffic Tribunal consisting of the Chair of the Rhode Island Traffic Tribunal, Chief Magistrate of the Rhode Island Traffic Tribunal, and a Magistrate of the Rhode Island Traffic Tribunal. The matter was remanded back to the lower Municipal Court for Trial.
